Part time work and the Job Seeker's Allowance

Can someone please explain to me how part time work affects the job seeker's allowance?
As I understand it, someone can work up to 16 hours per week and still be entitled to the jsa, but only the first £5 of the earnings are ignored.
Does this mean that there is no point in earning more than £5 per week, as the jsa is reduced by any earnings above that, up the value of the jsa, £45.50 for someone aged 18-24?
Also, what is the point of the 16 hours per week limit, or is this just to make sure that people are available for work for a good half of the week?

If a deduction £1 for £1 is made from JSA for the part-time work, there is still a point in earning more than £5/week. You have a job and are proving you are employable.0
