It is for the 16 to 25 year age group and older if you are a student. I think you have to buy the card at a railway station if you are over 25 though and show proof that you are a student.
I have a network card as I am well past 25. It have saved me the money I paid back already because you can get the discount for other people who are traveling with you too. You can't use it before 10 am on a Monday to Friday and there is a minimum fare, so check the terms and conditions.

The 16-25 & Network Railcard's knock of a 3rd of your actual ticket price that you buy.
For example: you buy your ticket from the machine or ticket office/desk and you present them with your Railcard or you select the Railcard option on the machine, and it will deduct your ticket by a 3rd.
Something that not many people are aware of, but you can link your 16-25 Railcard or Network Railcard to an Oyster card. Basically what you have to do, is go to a TfL (Transport for London) ticket offices/desk at any Tube Station, and ask the representative at the counter that you would like to link your Railcard to your Oyster card, you are allowed to do this.
Just to clarify these are cards that give you a 3rd (Third) of your ticket price.
