You don't have to have a Barclaycard. I downloaded a voucher from them last week, you just need your email address.

Does this offer work at all Shell stations or only the ones listed on the voucher page? Where are the participating stations?

probably because it's a voucher and there's already a thread on it here on the vouchers board
