EU National's Working Rights Help needed

Hi Guys,
My neighbour is from Spain and as such has a right to work in the UK. My neighbour is a carer for a disabled girl and is being discriminated against due to the fact she is Spanish. She has a very high understand of English and high ability to speak and write it although its spoken with a heavy accent.
The type of caring she does is funded by the government. The woman who she works for has her daughter on the books but the daughter doesnt actually do any work, she repeatedly threatens to withold pay and I know that my neighbour has done shifts in the daughters place for no pay for fear of losing her job. She has now hurt her back (brought on by her job) and has been signed off for a week. Her employer is refusing to pay her.
I know its a long shot but are there any people we could speak to on a pro-bono standing to find out what her rights should be and to see what we can do regarding her racist employer who is cooking the books.
