Boy's bicycle 22in

Bought him a bike for Christmas supposedly for age 9 and over and it was far too big for him, he's unlikely to sprout a whole foot taller before summer so it was returned. Been looking since then for a slightly smaller one but the only one so far has been in Toys'r'us and even then he doesn't like the tyres (says they can be painted over) seems really hard to find bikes in this middling size, loads in 24" and over, quite a few in 20" but 22" is few and far between. Where should I be looking? Tried Halfords too, but no luck there either.
