how was this supposed to work? wasnt it about making sure everyone got £140 a week no matter what, forgetting NI contributions and personal savings or pension size?

Sort of. £140 a week single state pension (so no basic with graduated, SERPS, S2P etc and no pension credits to reduce means testing). However, there are a number of issues to be resolved. Such as those with additional state pensions which total more than £140 a week or those that contracted out and how it impacts on the pension (my contracted out benefits are on track for £155pw). Then you have self employed, married couples etc.
The reporting a couple of years back was very early days ideas. A very good idea as it happens but it requires a lot of consultation and calculations. It is unlikely to hit the 2015 target now. this was proposed because it wasnt worthwhile people saving for private pensions while they could fall back on state pensions no matter what right?
so what were the benifits that those who had private pensions would miss out on?
