Advice needed please re 'admin' fees

I have been late paying the annual service charge to the PropertyManagement company looking after the estate where I live.
The bill was for £241.95. Now they have slapped on a £50 admin charge, passed to Property Debt Collection and they've added a further £60 fee so I now owe £351.95. I have tried to pay £241.95 today but both companies refuse to accept.
Can anyone help please?
How can they justify these charges for one reminder and 1 debt collection letter?

ps for a £15 fee they offered to draw up a repayment plan.

Is the admin charge specified in the contract? Basically I would be sending a cheque for £241.95 to the property management company and seeing if they reject it. Send a covering letter and keep a copy. State that the payment is for the annual service charge. Let them pursue the rest and make them justify their right to the admin charge and the £60 fee.Hi, we’ve had to remove your signature.
