Can't complete on remortgage

my friend is trying to complete on a remort, she lives in a house where the houses/apartments on the road were built around 3 years ago, all properties pay a service/maintencance charge to the freeholder. the freeholder has now gone bust snd despite frantically trying to find out who to pay the service charge to, she cannot find out. the solicitor is saying until it can be confirmed how much is outstanding for service charges they cannot complete. the company was westshield homes and the properties are covered by a 10 year 'Build Mark; NHBC warranty, but now westshield has gone bust she doesnt no what to do, she asked the sol if she could pay some indemnity insurance but they say its impossible, any advice would be much appreciated.
