I think if there is room on your SOA (surplus income after other expenditure has been listed) for pet expenses then put some down for dog food, frontline, drontal etc. and include the insurance too - but detail it for the OR so they can see it's reasonable for the number of pets you have.
Make sure you also then include a fair amount for groceries for the size of your (human) household.
Then, if the OR won't allow for that number of pets and wants to reduce the pet expenses, saying you'll have to find the difference from elsewhere in your SOA, you know you have a bit spare in groceries to cover the cost.

I think it would probably be a similar situation as if a family was over housed and renting in a high priced area and the OR only allows a fair rent for the size of house the family actually needs. It's up to the individual going BR to work out what they can afford. I don't think an OR would force the BR to move house, but if the rent allowance was restricted and the BR couldn't find the extra needed from elsewhere in their allowances then they would have to move anyway.
So it's about being realistic and prioritising.
Whether an OR would only allow a certain amount for a certain number of pets I just don't know. They might say, OK, you have xx pets so we'll allow xx per pet. Or they might say we'll allow xx per pet for up to xx number of pets maximum.
Like I say though, if money can be found elsewhere in the allowances to continue to afford all the pets, then that's up to the BR to make that choice.When I joined, I needed a name. The forum members gave one to me...I am INAN

Please read my above comments again. It's most likely the OR would only allow a certain amount for pet care and then it would be up to the BR to find the rest of the money from within other allowances.
