Halifax 'card care' - can I cancel?

Hi Everyone
I have put this on the credit card board as well, but thought there was no harm posting it on here too!!
My boyfriend has a Halifax One credit card that we are in the process of paying off. His recent bill shows an £18 charge for 'card care', and as well as this he also took out the repayment cover when he first got the card. Can he cancel these at any time? I am unsure as to what they are, presume they are similar to loan PPIs??

Card care cannot be cancelled as this is uaually an annual policy, it covers all cards from all banks, you just call the one number, then they cancel all yor cards for you.
Payment protection cover can be cncelled at anytime (as far as i am aware)No Longer works for MBNA as of August 2010 - redundancy money will be nice though.
