The Competition is open to UK residents aged 18 and over.
2. The Competition commences at 00:01 on Monday 28th of February, 2011 and closes at 12:00 on Thursday 24th of March, 2011.
3. There will be 19 winners in total.
4. The prize ("Prize") consists of 19 3G handsets connected to Three's One Plan on a 12 month contract, under which the winners will not pay line rental on the One Plan for 12 months.

Thanks to Three, I have 19 brand spanking new smartphones to giveaway as prizes to lucky Metro readers. All you have to do is send in your suggestions of apps and websites for me to review and you'll be entered into a prize draw to win a smartphone as well as get your name in my column!

'This competition is now accepting submissions, and subsequently displaying the message "Thanks for entering our Metro competition!", which certainly seems to imply that the competition is indeed open, and that an attempted entry to it has been both accepted and acknowledged.'

But that might have been just a little prolix, n'est-ce pas?

Just because it's accepting entries doesn't necessarily mean that you'll be entered into the actual competition. The T&Cs haven't changed and are still as stated in OP.

I'd advise people to bookmark and enter when it's officially open

Although of course if you all enter now it gives me a better chance of winning
