What happens if NRP can't pay arrears?

Hi, I've received lots of help on here but something not clear about -
My new partner has recently started to pay through the CSA for his 3 children. Fair enough and is accepted.....
But ......
The CSA recently contacted him and said that this new case has dredged up an old one dating back to 2000 (he has a grown up daughter) and shows arrears of £11,000. This was a total shock as it's the first he's heard from them about this.
My partner earns £90 a week but the CSA use our Child Tax Credits also as his earnings.
The CSA threatened bailiffs and wanted a list of his assets. The house is in my name as it was mine before we moved in together. I've been to a solicitor and am having a document drawn up to say that everything in house is mine. The CSA want him to sell his van (which he uses for work) and he refused so they have said they are now going to make him pay 40% of his income to take into account the arrears.
My question is - do they take 40% of his own personal take home money or do they include the CTC? If they include CTC, I won't be able to pay the mortgage.
Any help appreciated!!!

Contact Nacsa, even the tax people on the radio yesterday were saying they do not go for claims beyond 6yrs without exceptional cause.0
