Loan taken out in my name by another person

Hi,
I recently applied for credit and it was declined. To my knowledge I have an excellent credit rating. Had no problems getting loans, credit cards and mortgages. I then checked my credit file. It shows a defaulted loan at my mum and dads address. On my credit file it shows the correct name and DOB so I am wondering if a loan has been taken out in my name. My dad has the exact same name (middle names as well). If I am correct and there has been credit taken out in my name can anyone answer the following:
1) Am I liable for the debt since I have never signed a credit agreement for it?
2) What do I do if this debt is infact not enforcable? Can I get it taken off my credit file?
3) What will happen to the person who has taken out the loan in my name? Has a criminal offence taken place?
Any help would be appreciated.

1) Of course not.
2) It's not a question of it being "enforceable". The lenders have either made a mistake and somehow attributed a loan your father took out to you, or you and they have been the victims of fraud. You will need to notify them of this and go from there.

So I'm thinking the next logical step is to contact the lender and question the debt and also ask for a copy of the credit agreement?0
