Put through the mill with Barclay's mortgage

There is no mortgage offer in sight. We have been made to jump through so many hoops trying to get a mortgage offer with Barclay's. It has been in processing with underwriters for five weeks. The problem is with my partner who is Australian, she has the right of abode in the UK and is being made to send more documentation to support all they have already asked us for. she has lived in the UK for three years. Personally this is my fourth mortgage and I have never experienced anything quite like what we are being put through.
We were promised an offer at the end of last week, but every day the underwriters create a new problem, they require missing paperwork? They are now asking for a fresh copy of payslips from January and February? We will provide these again tomorrow. For the past two weeks we have been on the phone to them every day.
Complaint now lodged with Barclays, and I have asked them to call me to discuss it:
"I, and my partner, have applied for a Woolich mortgage through Barclays. We have provided all paperwork requested as quickly as we could get our hands on it. We have complied with ongoing requests from the underwriters to provide more and more and more paperwork.
They lost the first copy of my passport, including the copy of my Certificate of Entitlement to the Right of Abode, but did not inform us of this. As soon as I found out I provided them with a new copy. They asked for bank statements so I provided them, but then they wanted more bank statements to cover more months so I provided them too. They did not contact us to ask for this but waited for me to call them and ask the cause of the delay. They wanted a letter from my land lady to confirm I pay my rent on time, despite this being obvious from the bank statements.
They told me last week that the mortgage offer would finally be made at the end of last week. When we did not receive it I called to ask why. I was informed that the assessment was complete and the offer would be made subject to one final review by a senior underwriter. They felt it necessary to do this as they questioned my right of abode in the UK (I am Australian). They have had the paperwork to consider this question right from the start, over 2 months ago. I have had this issue escalated for quick resolution (within 48 hours), and was told that as soon as it was fixed the offer would be made (today).
When I called this morning I was informed that the underwriters would like to see 2 more of my payslips. Where on Earth has this requirement come from?! They already have my employment contract (I should note I work for KBR and am paid £##k per year, and have no debt, so am hardly a risk in that respect!), payslip for Feb 2010, bank statements for the first 5 months of 2009 plus from 1 Dec 2009 to 31 March 2010 all of which show my pay going into my account from my employer. After more than an hour on the phone this morning and after having the mortgage sales team tell me there is nothing they can do to help, I found someone in the processing centre who was helpful enough to tell me that the real problem is that they don't believe I have permanent right of abode in the UK.
It is clearly shown on my Certificate of Entitlement to the Right of Abode, which they have in their possession, that I do have this right. The certificate references specifically the clause, 2(1)(b), of the British Nationality Act 1981 under which this right is granted to me. The Act is what gives me this right, not the certificate. The certificate is very simply proof of my right under the Act, and this right exists regardless of whether or not I have the certificate. In the same way that I will not cease to be Australian when my passport expires, nor will I cease to have right of abode (the certificate is in my passport so expires when my passport expires). The fact is that my rights under the law are what they are, and when my passport expires I'll get a new one complete with a new certificate. There is no reason to question my right!!!
I am at my wit's end. You have the official paperwork proving my entitlement to right of abode but the person assessing it will not recognise it. What more can I do?! Please help me to get over this last hurdle and get my mortgage offer. It is this one misunderstanding / misinterpretation by the underwriter that is holding the offer back. Can someone talk sense to them??? Do you have a lawyer who can point out that the right of abode is granted under the law, not by a certificate, that the certificate is only a proof of the right which exists regardless??
I have never been put through such hell and stress. I have come down with a cold, have a splitting headache, I feel shaky and weak, my work is suffering due to the time I'm having to spend trying to get this issue resolved. I've had enough. For God sake is there anyone there who can fix this or do I have to go to another bank?"
