csa letter 'baliffs'

i had a liabilty order against me couple of weeks ago, outstanding debt.
i was paying csa for 8 years by standing order, this amount including to pay off arrears.
my ex-partner closed the case of me paying, because i wanted more contact with my daughter or i will take it to court.
the csa wrote to say the case was closed and no further monthly payments was required.
previous of this,i had a debt which i was paying off at £5.25 per week.
i had a letter january 2009 saying outstanding debt of £2554 has not been payed.
i ignored this, because i thought the case was closed and i did'nt owe them nothing.then i had a letter in june about a liabilty order, with the debt of £2554.
i contacted csa, explaining i was not working, but they insisted to stop this i should pay £160 per month to stop this liabilty order.i got advice from a laywer,he told myself tell them what you can afford and to set up a standing order.i set this up of £25 per month which they agreed.
i recieved a letter today, with threats of baliffs if i don't pay all of this debt off now.where do i go from here????.

i thought the debt had to be above 5k before they could get a liability order??
