Don't have bank current account with cheque book or credit card?
Need to pay for something by mail?
want to pay 25% handling charge to get postal order?

Open account with building society that doesn't charge for cheques. Ask them to raise cheques for you (make sure you have funds in account to cover cheque).

another idea is the nat west step account where you can have a solo debit card
there is no credit checks as there is no overdraft facility avalible to all and offers all the norm benifits of a current account0
