I had a colleague whose official hours were 8.30 to 4.30 with an hour for lunch. She started coming in at 8.00 and chatting to anyone who was around until 8.30 (well nearer 9.00 actually), then she surfed the net from 12.00 to 1.00 "working her lunch", and consequently walked out the door at 3.00, leaving the rest of us to handle any calls on her phone for the next couple of hours.
I wouldn't have minded so much if she was actually working during the non-contracted times, but she was taking the mick really. The boss didn't even seem to notice (big open plan office, lots of us), let alone care.
I disagree about people who do overtime not managing their job. In my role I had a customer base that could increase by half a dozen overnight, and I just had to cope with it as no-one else would.
