Is LTV calculated against the purchase price of the property or the assessed value of it. i.e. If I buy a house at £85000 when home report valuation is £95000 would my LTV be calculated using my deposit against the purchase price or the value?

Hi guys. On using the mortgage calculator search and compare on another site i am confused as to what i should include in the 'outgoings and adverse credit' part.
