Is it possible to put some money in an isa in february, gain interest on it, then in April, move it to say a santander 123 account? Would i gain only 1month of interest from the ISA or a whole years worth?

ISA limits
I understand the mortgage ISA can only be used on properties worth 450k in London and 250k outside London. However in my local area outside London, there are very few, if any properties at that price. Therefore, my question is, are these limits likely to increase in the near future? Thanks SM
