Default Electoral Roll for free - anyone?

As the title really.

Does anyone know how to get access for free?

I am trying to find out the name of someone that lives at an address.

not free, and if they "opt out" you cannot always be sure they will be on the list

Go to your local library.

Your local Library has a public copy of all electoral rolls for your area that you can look at.

If the person you are looking for has opted for the private entry you cannot gain access to their details unless you are the Police, Credit Agencies and the Council themselves.
