6.07% council tax increase

Hi,
Apologies if this has already been covered, I've searched but can't find any matches.
I've had my 2018/2019 council tax bill and it states that there has been a 6.07% overall increase on last year. This is with 2.99% council increase, 3% increases for social care and fire, and a 7.95% increase for police.
I know that the council element is capped at 2.99%, but are the other elements capped? A Google search suggests that the maximum overall increase should be 5.99% but this is obviously in excess of this. Anyone have any ideas?

    Fire and police precept increases are separate from Council elements. The maximum increase is also limited.

    Thank you for your reply. That's what I thought but can't find the figure at which they are capped anywhere.

    the high % for the police is because the cap was not increased to a set %.

    The raised cap was set at +£12 on the existing amount charged to a band D property and obviously as other bands are based on multipliers above or below the band D value, those above D will see more than £12 added.

    "every" (?) police force in the UK ran a "consultation" about how much of the £12 people would accept around January.

    even the Daily Mirror has the basic figures, but you then need to understand the fact the £12 obviously alters the overall final % figure :
    2.99% cap council tax
    3% cap social care

    Yep, the fact that the '6%' (rounded, headline figure) is not a straight '6%' on the whole confuses a lot - the way the social case rise is calculated, for example.
