When is the off-peak time for Oyster travel?
I know it's after 09:29, but when does it start again (for the next rush hour), and when does that end?

There isn't an evening peak period as far as Oyster is concerned so off-peak is anytime after 09:29.

The evening peak for PAYG Oyster is 1600-1900 - not sure what #2 is on about. Maybe confusing with travelcards0

Apologies if that is only for Travelcards but I'm sure I used to use my PAYG Oyster around 4pm, although haven't worked in London for the last 3 years or so.

It depends which direction you are going. 1600-1900 is peak within zone 1 and for zone 1 to zone 2, but not if you are going from zone 2 to zone 1.
Also it is not precisely 1600 to 1900, but more like 1605 to 1855.0
