Council tax banding on new properties

If banding is based on property value in 1991 how is the correct band given on new property? We have a 1930's 3 bed terraced on Band D. Our son is in 2yr old 1 bed flat, same Borough, but also on Band D this doesn't seem fair. Can't use MSE Band checker due to being new property.

    By comparison with existing similar nearby properties. Some new build apartments are very expensive when compared with larger older properties, so the logic would be that if the new build had existed in 1991 its value would have been in the same ratio.

    Your son can appeal his band if within the 6 months time limit, or if not, ask for a band review.
