Council Tax Banding - Refund of Overpayment?

Hi all, wondering if you can help advise on a friends question? ..


About 12 years ago my council banding was reduced from E to D.
6 years ago I rang the council tax office to ask if I could receive a refund of overpayment back to 1991 and was told absolutely no rebate would be paid to me.


Was this wrong of the council to tell me I was not entitled to a rebate backdated to 1991 until the changed date (12 years ago).
Whether we win or lose,
that we played at all was a winning decision. :D

    On a technicality your friend was not entitled to a refund back to 1991 as Council Tax was not introduced until 1993.

    However if the effective date of the revised banding was 1 April 1993 then your friend should have been entitled to a refund from that date. But not all reductions are backdated to the start of CT. Some councils mistakenly believe(d) that the 6 year rule for pursuing a debt applies with CT refunds.

    The problem is that as it appears to be more than 6 years since your friend approached the council, he may be out of time to chase the refund.
