Horlicks Light "Value Refills Packs" no cheaper than standard packs

Horlicks Light 500g drums are £2.49 whilst a "Value Refill Bags" of Horlicks Light is exactly the same - not value at all.  This is Sainsbury's price which has been so since before Christmas 08. These refill packs were always a sensibly lower price of about £2.05 or thereabouts. Almost the same in Tesco and Waitrose at £2.45.

Isn't it just a plain ripoff, and surely better environmentally to offer the refill pack at a lower price. Must surely be cheaper to produce bags than drums.
