    Its usually quite discretionary but the 'rule' normally applies to dodgy websites especially the ones we've never heard of just joining mse to promote websites/collect peoples details. We've had Totz2teens comps on here for a long time now. Its never been questioned before but I will put it to kips and she will be able to clarify things. :D
