Hard to defend such a salary but at the same time I can't see such a salary being much of a secret somehow. At least not indoors.
Where do you draw the line ten, maybe twenty times minimum wage? Or put another way how much should a person on such a salary be able to save / earn the council?
Are the TPA going to chase these up and see how they are performing against KPI's and CSF's? This should be demonstrable.
If it can be shown that they are saving a significant multiple and / or reducing impact against another person or persons doing the job for less then it can be argued to be money well spent. It would need comparing against other or similar councils.0
