Problem, it is one of those cable ties. Use it once only and don't overtighten it or you'll have to cut it off your finger. I reckon it's yet another waste of space but they have your details now so they can spam and mail you.

I've had one of these before. It's fully adjustable and reuseable! so you can size it tighter or looser each time - I can use mine any number of times as you don't need to cut it off like the cable ties mentioned.
