The eurozone economy will shrink 1.9% in 2009 and grow by only 0.4% in 2010, the European Commission has forecast.

In a mature economy with a pretty stable population you usually need about 2% growth to keep unemployment from rising. Places like Greece and Portugal would need higher rates I would think.0
