I am writing for my brother, he does contract work abroad and can be away for 4 months at a time. would he still be liable to pay full council tax when he is not living at the premesis, he lives alone.

not really sure on this one to be honest, i know when i left my home and moved into another i was given 6 months free and then 6 months half, still having to pay full council tax on my new home, Fran and Ted are bob on with the benefits stuff so i would imagine they will be able to give better advice, but failing that perhaps contacting council office to ask for advice,
what i did want to mention though is if he has house insurance, if you leave your property unoccupied for more than 30 days you may not be covered, i didn't know this until someone mentioned it to me, so just wanted to make sure your brother knew,Nobody can make you feel inferior, without your permission

If he lives alone he should contact the council, at the worst he will get a single persons discount of 25% (the standard council tax bill is baed on 2 persons over the age of 18 occupyig a residence).
There is an exception to this, which is for people who are required to live elsewhere due to their work and this requirement is specified in their contract of employment. For these the 50% discount will apply.

Most (many) councils expect full CT to be paid if the house is habitable/furnished.0

I travel for work, for months at a time. We can't claim a discount because I "intend to return". Ring up the council tax department at your local council to ask, but you may be caught by a similiar rule.0
