L&G endowment surrender value- now rising

25 yr low cost endowment £61 p/mth 1989 - 2014

In July SV was £16463, now £17227. Was previously falling dramatically. Lost £3k on SV in 6 mths. May ? wait a bit longer or even keep it ?
