These Australian ones are usually open to the UK as far as I'm aware. There are alot of these on the dailies thread and Gilla has said that she won a book from one of these comps before.
You just select 'other' where is asks for the state.0 -

All these Australian ones are definitely open to people from the UK. I know that for a fact, as I had a book arrive from Australia when I won one of them. My OH was amazed!
