Iqor contacting us out of the blue

Okay so about last week my partner gets a call on the house phone from these people wanting him to confirm his details before they speak to him, i tell him that he shouldnt give his details over the phone to anyone. Anyway after a few words here & there we find out who they are & what they want.
They said that in 2003 he took out 3 crisis loans from the Job Centre, which he never. Now the price of these loans seems to change £20 here & there, but i will go with £126.28 which is on the letter he got. He asked them if they had any proof of these loans, his signature on a paper or something. To which the person told him 'The Department of work & pensions' doesnt need to keep anything like that as they are a goverment body (Yeah WHATEVER!) He hasnt agreed to pay or said to them that he has took these loans out. He asked for them to send a letter out, which they said they already had, but they would send another. They hassled us every 2nd night so far & we have only just got their 2nd letter, which is just basically trying to scare us into paying straight away.
So i was just after a big of advice as we look into the matter more. I have no idea how they got our phone number or anything. My partner & myself arent married, everything is in my name & my name only. So how did they get my address etc? Just all seems rather dodgy to myself.
Also i wanted to add, looked into crisis loans, i know it might be different to what it was in 2003, but when you are on Jobseekers, which he was in 2003, they automatically take it off his jobseekers. So if he had taken it out then why wouldnt they have done that. I mean when he was working he wouldnt have needed to take one out, when you take one out you are lucky to get £30. *Sigh* Just trying to get my head around it all. He says he didnt take them out & i believe him, i just trying to think of other ways if maybe he took them out & forgot about it.

    We would point out that we have no knowledge of any such debt being owed to The Loan Company.

    We are familiar with the ‘Office of Fair Trading Debt Collection Guidance’ which states that it is unfair to send demands for payment to an individual when it is uncertain that they are the debtor in question.

    We would also point out that the OFT say under the Guidance that it is unfair to pursue third parties for payment when they are not liable. In not ceasing collection activity whilst investigating a reasonably queried or disputed debt you are using deceptive/and or unfair methods.

    Furthermore, ignoring and/or disregarding claims that debts have been settled or are disputed and continuing to make unjustified demands for payment amounts to physical/psychological harassment.

    We would ask that no further contact be made concerning the above accounts unless you can provide evidence as to our liability for the debt in question.

    We await your written confirmation that this matter is now closed. Otherwise we will have no option but to make a complaint to the trading standards department and consider informing the OFT of your actions.
