If not everyone knows each other, I'd go with an early evening do in a venue with drinks and nibbles, so people can circulate freely, rather than an overpriced sit down Christmas meal that no-one much enjoys or an activity-based event. Those interested in eating can then make their way to a restaurant under their own steam. Perhaps a London-bias, but the are always plenty of places to go to without pre-booking, even in December.
Otherwise hold the event in office space and encourage everyone to bring a dish - that way there will always be something to eat, provides a ready excuse to talk to each other and encourages friendly behaviour? Have a separate kitty for drinks or ask people to bring their own?Value-for-money-for-me-puhleeze!

Our office had the best policy (in my opinion):
The newest recruit, as of 30 Sep, organised it.
By all means ask people what they did in previous years but DON'T put it to a vote of any kind. Form your own opinion and stick to it.0 -
Have it at the office and ask everyone to bring a dish and some drinks. Send the company money for party to charity. You will be well-unpopular but at least next year they won't ask you to do it0
