Participants may enter as many times as they wish until the Closing Date. No automated entries permitted.

WHAT IS THE PRIZE?

On Sunday 30 March 2014, four winners will be awarded a prize every hour from 09.00 to 15.00, from either the Waitrose Wine service, Waitrose Flowers service, or will win a membership with Kew Gardens in London.
Prizes will be awarded on the hour to the first four entries selected at random by a random number generator from all the valid cumulative entries of those who have entered a message via the #ThanksMum application. Entries received after 15.00 cannot be considered.
Winners will be notified via the channel they used to enter the promotion – Facebook, Twitter or email.
The prize will be sent in the post to the winner within 14 days, once Waitrose have received confirmation of the winner’s full name and UK postal address.
In the event that any winner refuses acceptance of the prize, or for whatever reason, cannot accept the prize, or if the Promoter fails to receive confirmation to the winner’s full name and UK address within 3 days of the email notification, the Promoter reserves right to award the prize to an alternative winner in its absolute discretion.
The winners’ details (name and county) will be available for six weeks from the Closing Date by sending a SAE to Marketing, Waitrose Limited, Doncastle Road, Southern Industrial Area, Bracknell, Berkshire RG12 8YA to be received on or after the Closing Date.

I'd say that wording indicates you can enter before 30th weeowens.
