    If it is a busy main road near a major city they could be air quality monitoring units gathering data.

    The data is used to devise a clean air zone charging regime,

    In the absence of anything further from the OP, from a bit of googling, they look like 'Remote Traffic Microwave Radar Sensors' to me.

    I was wondering if they are a traffic survery to decide whether new traffic lights are needed. In olden times they did that with black strips across the road.

    But if they've been there a long time maybe they are just controlling the timings of the existing traffic lights.
