    Can I shift debt onto a cash back 0% credit card from PayPal Credit?

    no - the best you could do would be a 0% Money Transfer card to pay off a balance

    PayPal Credit is not a credit card, despite their comparison to it and the "without the plastic" motto. As advised above, consider a 0% Money Transfer card instead. You can then use funds to clear the PayPal balance in full.
