    A parking charge for a car registered to my husband's company has arrived after it was used to take our daughter to the A&E at 1030 to 1230 midnight on a Saturday night when she was coughing up blood and wouldn't respond to us. In panic driver didn't notice revised parking rules and new ANRP system. Have complained to PALS and will be appealing parking charge using standard template. Not sure if should send appeal from company or from my husband who is the company director and keeper.

    The company should name the Keeper to keep the company out of the loop. The main problem with company cars is that the Claimant can have the claim heard in their local court.

    If the Keeper is named then it should revert to the Keeper's local court. Keeper should get their own Notice to Keeper to deal with.

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.

    Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    Hospital car parks and residential complex tickets have been especially mentioned.

    The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

    and complain in the most robust terms to your MP. With a fair wind they will be out of business by Christmas.

    Thanks to you both. The company is CPM. So should we start with a standard company letter naming my husband as the keeper of the vehicle?

    2. How did the parking charge arrive with you? Was if direct to Keeper or via the company?

    1. Yep will PM them.
    2. It was addressed to the company as the registered keeper but that is our personal address as well. Will that matter if I contact them and inform them that my husband as an employee of the company is the actual keeper and should be served the notice not the company?

    If it is UKCPM expect nonsense and lies. Get proof of anything you send.

    They don't accept appeals from Keepers so they may try the "company is liable" ruse as it gives them an advantage. Just keep batting away at the Hospital until you get it sorted.

    Surely no NHS Trust has let UKCPM in to infest the car park?

    Do you mean UKCPM, as they don't tend to use ANPR either?

    I have sent in the form to CPM giving keeper name rather than company and have received an email back from PALS that my complaint has been noted but they have no authority to cancel the ticket. Just getting anxious that error in not seeing signs in the panic of getting sick child seen to makes it so there is no defence of PCN.

    Definitely UK Car Park Management, they just set up the system in March apparently.

    Unusual except where it is PFI. Which Trust?

    Also you escalate it to higher at the Trust. MP's also like to write letters for constituents especially when there is the possibility of a GE coming up.

    Seems that UKCPM are a third hand party as Compass does the "package" management - catering, cleaning, parking

    So an NHS Trust has just THIS YEAR signed (or allowed their agents to sign) a contract with a notorious ex-clamper, who offer no appeal worth trying, and who have very little experience of ANPR/ secure data handling from surveillance cameras, and who are operating in breach of the Government policy.

    The car parking policy that all NHS Trusts should abide by, which was circulated in a forum memorandum, some 4 years or more ago....and yet the NHS Trust reckon that UKCPM can be installed NOW?

    The NHS Trust need reporting to the Dept for Transport for allowing this in 2018.
