    My daughter in law has received a pcn from UK Car Park Management for a genuine error in entering the registration number when she parked for her daughters hospital appointment. She copied the number plate which starts W009... when she paid for the ticket on her phone. The reg number from the DVLA starts with WO09.... So CPM have issued her with a ticket. Their photo of the car shows W009... So it is clear why she entered that when paying. Surely this fine is unfair?
    The template given in the Newbies FAQ doesn't seem relevant. What should we do?

    The facts of this case are irrelevant PPCs don't do fact to any significant degree - Stick to the form outlined in the sticky and keep your powder dry for later when it will count.

    Also, if that is part of her reg, please edit it as this forum is watched by PPCs and it is similarly wise not to disclose who was actually driving.

    She appeals and then appeals to the IAS (very rare for us to say that).

    Thank you coupon-mad. This is useful but still not sure whether to mention digit/letter confusion in appeal letter to CPM. Should we still use the template letter even though it doesn't seem relevant?

    use the template letter but remove the BPA part , appealing as KEEPER



    add a paragraph that states what happened with the ticket and add a copy of said ticket as proof , stating that it is "de -minimis" and will form part of any IAS appeal too


    BTW , the template appeal is ALWAYS relevant , but not necessarily everything that needs to be said


    its there to stop people blabbing about who was driving and covers the basics

    Yes mention it and show them the quote from the IAS Annual Report & tell them to go swivel.

    Do not use the template at all, for this one. Unusually, your case is different!

    Conflicting advice from members! Do we or don't we use the template letter? Also paid for 1st 2 hours on phone so don't have a ticket. We do have one for the 3rd hour though. Do we need to show a copy of bank statement to prove 1st payment?

    No, your case is different.

    Prove BOTH payments without implying who the driver was. Careful words.

    Or qualify it by saying you were an occupant of the car. I'd cover the name though.

    Of course it's unfair as in the font used on number plates the number zero & the letter "O" are identical. W009 is in any case not a valid registration number so should not have been accepted by the ticket machine.

    This should be upheld in a very rarely advised appeal to the IAS. Have a read of this thread (and its links) and draft an appeal based on this de minimis 'error' in VRM input and that should see the IAS uphold your appeal. Will be very interesting if they don't.
