    Difficult to say.

    You have not given the date of the event, nor the date of the Notice to Keeper.

    What is the date of their second letter?

    Have you made any appeal at all?

    Looks like you didn't keep your V5c up to date. Not PE's fault.

    How can we possibly know without dates? Doubt it.

    Luckily, as you can see, that letter lets you appeal. So appeal online as per the usual template. You are back at appeal stage and will get a POPLA code, and we do usually beat PE at POPLA.
