    Online appeal submission as driver only? 8th May 18 at 1:28 PM
    Apologies if this has come up already, I searched but could find nothing. When I try and fill in the online appeal for Care Parking, it requires me to fit it out as driver. In other words, when you click 'Send Appeal', the check box marked 'Appeal as Driver' is highlighted with 'Select this checkbox' indicated. In other words I can't submit online as the keeper only. What should I do??

    Upload your screenshot to a photo hosting website, e.g. tinypic, etc, then post a broken link, i.e. change http to hxxp.

    Whatever you do, do not submit your appeal as the driver.
    Is there an option like 'other'?

    If there is no other option, then you simply state in your appeal that you had no choice but to leave that box selected, and you are in fact appealing as keeper, and thedriver is not being identified by you.

    Seems quite clear to me.

    Ignore the 'Select this checkbox' prompt.

    Tick the bottom box - "The Registered Keeper of the vehicle shown above".

    What have you put in the 'Reason' box?

    I copied the 'first response letter' from the forum into the Reason with my name and address as keeper.

    The problem is that: I have ticked the 'Registered Keeper' box but the 'Select this checkbox' prompt only appears *after* you click 'Send Appeal'. Nothing else happens, so its like you can't submit at all unless you tick that box.

    Make it absolutely explicit that you had no ability to appeal UNLESS that cehck box was filled out.
    Then complain to the ATA. They CANNOT require you to identify the driver.

    Personally I wouldn't tick the driver box and would complain to the BPA:

    ...reminding them that PPCs were told by the DVLA and BPA about 3 or 4 years ago, in a formal communication to all AOS members, that to suggest that the driver's details must be given in order to appeal is not allowed and is a significant breach of the CoP.

    If the BPA fob you off, complain to Steve Clark:

    I'd post the appeal (with free certificate of posting from the PO Counter, and keep it) if you are adamant that you can't tick 'keeper' only. I would NEVER tick driver, personally.

    Hmm, was just going to do that when I saw this on the front page - that could be why the site will not accept an appeal as the keeper at this time? Should I ignore it and appeal as the keeper with the disclaimer discussed or wait for the NTK??

    Appeals
    You have the option to appeal against this parking charge notice (PCN) within 28 days of receiving the original notice as the motorist, if the motorist has failed to correspond with us and we have obtained your details from the DVLA under the POFA 2012 then you may appeal from the Notice to Keeper within 28 days of receipt of this.

    Ignore it and post an appeal, if you are less than 28 days in, and complain to the BPA that this firm are breaching the CoP because a keeper can certainly appeal to a windscreen PCN.

    OK that's a good idea. The windscreen PCN was 12th April and it's 8th May today so that is 26 or 27 days depending if you include today or not. I could post an appeal with certificate of posting, or I can now see there is an optional email address I could use - is either option better? And then I will complain to the BPA. I'm going to screen record the attempted submissions also as proof of the website's behaviour.

    Yes use that, not post (it is now too late) and complain to the BPA that the appeal portal insists on a keeper ticking that they were the driver even if they weren't, and doesn't work otherwise.

    Remind the BPA...like I said earlier...blah blah...!
