    My son parked on the land owned by premier park at the ice rink in solihull. On sunday 21st January for 34 mins starting at 21:50. The ice rink closes to the general public at 4pm and the car park was deserted.
    It was 3 teenagers who had been to a drive through and wanted somewhere quiet to sit to eat some food before going home.
    He received a fine of 100 reduced to 60 if paid within 14 days. He appealed immediately.

    Today he received another letter demanding 100 and saying appeal has been reviewed by POPLA and has been denied.

    Firstly. It is on premier park letter head not POPLA should I believe it?

    Why has he lost the right to pay 60

    Should we pay this? Is it likely they will send a debt recovery service

    Why has it taken so long from end of January to start of April?

    firstly, PP will not be the land owner, that will be somebody else entirely, PP will be hired to monitor the car park and issue pcn,s

    if this has been appealed already and they have not replied, report them to their trade body, if its the BPA , by email (see the newbies sticky thread)

    if they are in the BPA, PP should have replied and issued a POPLA code if they refuse the appeal

    at the moment this has nothing to do with popla , so wont have their details on any paperwork

    popla cannot review the case unless PP issued a popla code and the case was heard by popla

    the 60 is a discounted rate for early payment , the full figure is 100 and has been for 6 years

    debt recovery are powerless and cannot do anything at all except send letters

    have you read the NEWBIES FAQ sticky thread where all this is explained ? 3 threads down from the top of this forum

    you only have to pay this if a judge says so, in county court

    the debt remains on file for 6 years, but PP had 35 days to respond to the appeal and a typical popla case can take 2 or 3 months

    at the moment your post has many flaws in it, so its impossible to sort through and identify fact from fiction

    tell your son not to park on private land again without the landowners permission, or he will rack up dozens of these tickets , in effect , he was trespassing and had no more right to park there as on my driveway, being empty and out of hours is not relevant

    Presumably because he appealed, got a POPLA code, appealed to POPLA online, forgot to check his emails (or POPLA's reply went into spam), he lost because he didn't research what to say to win at POPLA and because PP often win anyway, and now here is where he is.

    Did your son appeal to POPLA without coming to this forum or researching it at all?

    Obviously because he appealed, the discount is a bribe not to appeal (same as with any Council PCN, same swizz, the discount is a carrot/bribe, offered not to appeal, to make daft people roll over & pay).

    But who cares? He won't be paying anything!

    Is it likely they will send debt letters? Yes. So what, we all ignore those!

    If you mean can they send bailiffs to your door, of COURSE NOT. There is the small matter of them having to beat him in court first, then he would have had to refuse to pay what a Judge said, THEN a firm could send a bailiff.

    Not going to happen, is it?

    Especially as PP don't do court much, and if they tried, we see posters win 99% of the time.

    I am a Mum of 4 adult/student kids and they know never to stop in a 'private car park'. What's wrong with parking on street, in a P&D or permit bay where restrictions ended at 7 or 8pm? He and his friends need to learn where to park - and it's not in a car park.

    Any advice would be appreciated.

    My wife received a PCN from PP stating that their was no payment made against her vehicle registration. Luckily she still had the parking ticket in her car, when she checked it had got three random capital letters on it (ONN). The signage states that the full vehicle registration should be entered. My wife knew this and entered her correct vehicle registration and displayed the ticket as instructed.

    Due to this she appealed the charge to POPLA and sent evidence of the ticket stating that there must have been a technical fault with the machine and requested a validated maintenance record of the machine. PP sent evidence back to POPLA of signage instructions etc but nothing in terms of a ticket machine maintenance record.

    POPLA have since denied the appeal and PP are now demanding 100 or further action would be taken. The email from POPLA with their decision went into her junk mail and was not seen until recently meaning she had gon past the 30 period to pay the charge. She is worried now that people will come knocking on the door.

    Her big mistake was not informing me of any of this and trying to deal with it herself. With POPLA denying the appeal is there anyway I can still look to appeal the PCN?
