We returned from a disappointing holiday in Jamaica in what was supposed to be a 4plus/5star.
We were without cold mains water and had poor hot water pressure for several days making showering 'interesting' the phrase tequila sunrise has a whole new meaning. We complaint to management to be told 'matter would be solved soon'. We were not offered an alternative place to wash and shower. It was only after we came back to the room on the third day did we discover the cold water was back on, 'hooray' we can take a shower if we had any towels!
For 5 days of our 14 day holiday we were without towels and had to continually go to reception to ask for towels to be sent to the room (we tried to phone but it seemed like the person on the other end of the phone did not understand what we were asking for) and had to regularly wait up to 1 3/4 hours for towels.
The food in the main restaurant was regularly (usually) cold and many of the food trays empty. Many, not all, the staffs were surly, rude and ignored us; one even suggested that if we wanted service we would have to 'tip' him first.
TUi sent us a cheque for 60 as compensation which was about 2% of the cost of the holiday. We sent the cheque back with a covering letter stating all the issues we had had with the holiday.
You have to wait 28 days for reply, in which they did not acknowledge receipt of the cheque but stated that they felt all health and hygiene rules were followed and they also felt the 60 was sufficient compensation and they would not be offering anything else.
Emails and phone calls went to and fro for several months, but their stance remained the same with still no acknowledgement of the returned cheque.
I contacted ABTA gave them all details they said TUi stance still the same and if I wanted to take it further it would cost me from 100plus.

Try an email to "Rip Off Britain" at BBC Manchester - this is the type of holiday complaint they may take forward.

Unfortunately Rip Off Holidays has just finished its run and therefore you might be waiting a long time for anything to happen. TUI have become much more aggressive in refusing compensation recently and if you think you have a genuine case you should consider either legal action or the ABTA arbitration scheme. As you say it does have an up front fee to pay but TUI have to pay a lot more and this of itself often pushes tour operators to offer more. If you get more than the offer already made, 60 in your case, you get the fees back on top of any award made

    Good advice IMO.

The 100 fee to ABTA is likely meant as a disincentive to chancers who want a "no win, no fee" outcome.

If you have a case it would be worth it methinks.
