Another Parking Eye question - fine from December

Another Parking Eye question - fine from December 21st Jan 14 at 11:34 AM
I got a parking eye charge notice through the post, as I overstayed a two hour limit in a carpark in Chelmsford on 13th December.

I appealed the charge and have received a letter back saying I need to provide them with evidence of purchases made at the Retail Park, either by sending receipts or a copy of my bank statement. I do have two lines on my bank statements showing purchases I made in Matalan, although they were for small amounts - 6.50 and 7. I also bought something in Mothercare but I paid in cash and can't for the life of me find the receipt. It's probably been thrown away with the Christmas rubbish.

They haven't sent me a POPLA code.

My question is, should I send them a copy of my bank statement? Or is this pointless and should I refuse and push for a POPLA code?

firstly, it is not a fine

its a parking charge invoice , only courts and judges issue fines

PE are well known for cancelling these charges if suitable proof can be given, I have done this myself (or my relative has) so know this to be true AND its listed as such in the successful complaints thread too

a redacted copy of the bank statement, and copies of receipts, can be given , and usually result in cancellation

if it doesnt, then get a popla code and beat them at popla , simples

There is usually a secret minimum spend above which PE will cancel. For different car parks I have heard instances of 15 and again of 30 so don't be disappointed if they don't cancel as you will at POPLA with help from this forum.

    Thank you both.

I'll send them evidence of my measly purchases and hope for the best.

Incidently, the day after they sent the letter requesting evidence, they sent me another letter with lots of details of cases they have won at court, and justification as to why their charge is reasonable and a genuine pre-estimate of loss.

Send them his list of the cases they lost at popla too.

Don't waste a stamp though; use the enforcement@parkingeye.co.uk email address though.

Also check out the Mothercare and Matalan cases in the 'Successful Complaints about PPCs' sticky thread - I know that the Store manager at Matalan at one retail park in particular has been shown to be very helpful in cancelling these when a customer complains. Post #1 in that sticky gives loads of PE cases cancelled by complaining and I am wondering if your retail park features there already, so you can see who is the most helpful Manager to approach!

Thanks. I've had a look and the Retail Park I parked in isn't there, but I will contact both stores and see if they can help anyway. It certainly can't hurt.

always strange how its so one sided and never mentions their court losses or popla losses though ,its as if they have buried their heads in the sand and clearly there is no need to waste all that paper and such rubbish, although it may help somebody fill their blue recycling wheelie bin like it did for my relative

they should be sent a PCN by anyone receiving that stuff (a Paper Conservation Notification) for 100 reduced to 60 if paid early

    Hi all

I just wanted to let you know that I emailed customer services at Matalan to see if they could help me. They asked me for a few details and said they would do what they could. I have just had an email from someone in their customer care team saying Parking Eye will be cancelling my ticket.

My purchases were for very small amounts on this occasion but they were still willing to help. Matalan are really very helpful - I was impressed. (Incidentally, I contact Mothercare who told me they don't get involved and couldn't help me.)

Anyway, just thought I'd update in case anyone else is in a similar position.

well done for being pro active here

just make sure you get this in writing from the PPC too , or appeal if they dont drop it, dont assume its gone just because you were told its gone

so dont miss any appeal deadlines in the standard appeal process

when the PPC say its cancelled , (or the landowner themselves) , only then is it cancelled

    good luck

It was Riverside Retail Park in Chelmsford, Essex.

    Well done!

Just in case anyone finds this thread from google, this might be useful to you..

Staples, Matalan, Brantano and Paul Simon staff were the most keen to help us when we had a pcn at Riverside. Home Bargains area manager was very helpful in providing leads and contacts in regard of estate management. The store manager, less so, even though we spent 60 in there. Sports Direct, where we had four transactions on the day in question, took some convincing that they could help, but were nagged into submission.

Not one of the stores mentioned a spend figure, but most were very keen to help, Staples, Matalan, Brantano and Sports Direct, wanting to get on with it whilst there in store. We never even spent in Brantano but I did look around in there for quite a while. As we were waiting to hear from the estate managers, we said we would be back if that didn't work. Luckily we didn't need to take them up on the offers.
