What can be done without a pcn number as no ticket was ever noticed?

The NTK should have all the details you need. What you need them for I don't really know but they should be there.

We remember - and you and I both know who is 'friends' with Perky - a very cosy arrangement, I understand.

There is no appeal worth trying - you know that from reading the NEWBIES thread first, and realising this is an IPC firm.

Yes I can well believe that

This is not a fine. It is an invoice for the damage they claim they suffered when you allegedly breached an alleged contract, we call it a scam.

Judges are familiar with the scam, as are MPs, and on 15th March 2019 a Bill was enacted to curb the excesses of these private parking companies. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.

Until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
You never know how far you can go until you go too far.

after receiving the initial letter from the parking company, said person chose to ignore such a letter due to never seeing any form of notice charge on the car. Now a debt collection letter has come through regarding that if the fee isn’t payed by 18/6/19 then they will suggest to the parking company to take said person to court. What action should be taken now, if any? Parking charge company are CPS and the debt collection letter is from DRP. No PCN number is known as no ticket was ever given, no PCN number is on letter so not challenge could be made

Any challenge would have been utterly futile so it hasn't disadvantaged you.

All you can do is wait and see if they issue a court claim. If you get a Letter Before Claim come back for further advice. A proper LBC contains financial information forms. If it doesn't have those forms it's not an LBC.

After reading the newbies file it seemed that the appealing to the specific type of company wouldn’t have had any influence. What will happen if it does go to court? Likelihood of winning?

We've already said a PCN from CPS is 'not your every day parking charge' and commented that ''This company is partly run by Perky - partial to a court claim or 2''.

I also told you in post #10 that they might win if they try, due to the signage.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Odds of winning aren't great to be honest. In saying that a claim may never come. It's a case of wait and see. They will warn you if you are about to get a claim so there is nothing to be gained by settling just yet.
