No water bill but still have supply?

Hi,
A friend of mine moved into a new build flat 2 years ago. She's received a few letters from the water company addressed to The Occupier, saying they think she might need a water account as she's using the water. She has let these pile up but still hasn't received a bill, but is still receiving water.
Why hasn't the supplier billed her or cut off the supply?

Has she contacted the water company ?Never pay on an estimated bill0

She hasn't made any contact with them, but is still getting/using water0

Is this the same flat which hasn't got a Council Tax band?If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0

The longer she delays contacting them the bigger the bill she will get - hope she's been saving up.
How does she think the water suppliers will know who is using the water ?
What about the gas, electric, council tax ?Never pay on an estimated bill0 -
They won't cut off the supply, they aren't allowed to do that any more. She needs to contact them and open an account.0

Why hasn't she registered for an account? Did she read the meter upon occupation, if metered?
Domestic supplies are not disconnected for non-payment.No free lunch, and no free laptop0
