Hi i have just received a PCN today from UKCPM.
The issued date on the PCN is over 14 days ago.
There was no windscreen PCN at the time and they don't use ANPR as the letter says they had to get my details from The DVLA.
My question is, do they have to send you the PCN within 14 days of the issued date?

The simple answer is - no they do not.
Only if they wish to transfer the driver's liability to the keeper do they need to do that.0 -
Only if they wish to hound a keeper using the law called POFA
14 days is providing no windscreen ticket was issued on the day
Plus the ntk must comply with POFA
They can assume that the keeper and driver are one and the same person
Appeal as keeper using the blue text template from the newbies sticky thread and add a paragraph stating that they failed pofa so can go chase the driver who shall not be named0 -

Do not reveal the driver's identity. The NTK is too late for the keeper to be liable so add the paragraph that Redx has suggested to the otherwise unaltered blue appeal template, and send it from the keeper.
For a keeper to be liable, the strict requirements of the PoFA have to be met which includes getting the NTK to the keeper by day 14 where no NTD was issued. It's irrelevant, I can drive the vehicle legally and insured, as can tens of thousands of people in this country, no they cannot obtain that data, GDPR prevents them from doing so0
