If you earn more than £118/week you are treated as having paid NI even though you do not actually pay NI until earning £166/week.

If over 25 NMW is £8.21/week so on 16 hours should be earning £131.36 so no need to make voluntary contributions.Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.0 -

Presumably this is for the State Pension in however many years time? However it's not always the case that it would boost it, but you can voluntarily pay class 3 NI.
However note this does not apply to class 1 NI, which is what gets looked at if you ever need to claim Jobseekers. You can't pay these voluntarily.0
