Electric Key Cards - The Best Rates

I've just moved house and am using an electric key card meter for the first time. I've also found out through playing with the meter a hidden charge

We are being charged £1.01 a week for this facility, which comes off our credit balance. So £52.52 a year to put our own electric on.

Is this right? Do all suppliers with key cards do this? Where can we find a supplier that has no hidden charge?
