I'm surprised at this as I'm T1 diabetic and each 3-years need to get confirmation that I'm fit to drive and it's done without any issues. Surely the GP is commenting that the OP's MH condition does not prevent then from driving and not that they are simply not up to a standard of driving deemed as safe?

Diabetes is so different and clear cut as per DVLA rules. Any episodes of blackouts due to low sugar or if Group 2 driver not adhering to blood sugar checking

not to mention impaired awareness of low sugar

MH is more difficult to judge, the GP may put simply they are stable MH wise and maybe safe to drive, but if someone has not seen their GP for years, they have to rely on letters which may or may not comment on their MH.

So they will have no choice but to say unable to comment. They are under no obligation to answer a question they do not know the answer to. Anything else is risking your license and taking responsibility for someone you haven't seen for a long time.

    MH guidance:

How will a GP be able to do this without having seen the person?

I do feel sorry for the OP sadly the MH service are slow and may not do these letters either due to time or lack of remuneration. GP will be relying heavily on the MH correspondence if they under specialist care.

I disagree strongly, my friend who is a GP does these reports all the time, and when asked by the DVLA if the patient is fit to drive, they usually put, 'unable to comment' and quite rightly so. If pt crashes, who do you think is to blame?

GP's/ Psychiatrists are not driving examiners and put simply, the DVLA is trying to put the risk onto them. When actually they should be the one to make the decision as they are after all the DVLA.

Yes the OP could get a GP letter, but no reasonable GP would make a comment on driving and will simply state facts and give copy of recent letters.

No one was asking GP to make comment to the DVLA
You are not in a position to say what the OPs GP will or will not do.
A relative works in a GP surgery and they have advised me that this is down to the individual GP in their practice and that even in the same practice one may get different outcomes from different GPs
I imagine that the insurers just would like confirmation that the GP knows of no reason why the OP should be stopped from driving.
As the OP has not told us if they have asked their GP then we will never know
